Constitutional and Administrative Litigation

Dr. Carmi’s doctoral research focused on constitutional and administrative law (also referred to as “public law”) at one of the world’s leading universities. His expertise in this field has been widely recognized, including through receipt of the prestigious Gorni Prize for Public Law, the highest honor in the field. In the award committee’s remarks, chaired by Prof. Yitzhak Zamir, former Supreme Court Justice and Government Legal Advisor, it was noted:

Over the years, Dr. Carmi has appeared in dozens of cases before the Supreme Court, including constitutional petitions of principle, appeals against administrative rulings, and representation in matters of significant public importance. His work has included petitions challenging the validity of statutes, the legality of tax regulations and international treaties, the application of diplomatic and security-related immunities to documents involved in overseas proceedings, petitions concerning arrangements worth billions of shekels, and decisions relating to public corporations and similar entities.

Dr. Carmi’s experience in these areas is exceptional. Thanks to his expertise, he has served as a sought-after lecturer at the Hebrew University of Jerusalem. The Supreme Court has also recognized him as an authority, citing his scholarly articles in several rulings.

Dr. Carmi’s reputation extends to public procurement law, a field that combines administrative and commercial law.
